Change Time Management – for Contractor Excusable Delays 

Part I – Prepare a Prospective Time Impact Analysis (TIA) for Contractors 

This session will discuss the conditions under which a contractor should be able to earn an extension of time (EoT) for a predicted or forecasted delay that has not yet been absorbed into the schedule or project, including when the EoT should be compensable to pay for the extended general conditions due to the delay.  The session will also explain the steps needed to develop the TIA, discuss types of TIAs, step through the development of a TIA from developing the list of activities in the fragment to inserting and connecting the logic appropriately, interpret the analysis, draft the TIA report, show how best to present the analysis, and provide tips to encourage the owner to issue a timely EoT.  Industry best practices will also be discussed to help support the methodology and analysis conclusions. 

Attendees to this session will learn how to develop a TIA and should be able to produce a persuasive and professional product at the end of the session.

Esta sesión discutirá las condiciones bajo las cuales un contratista debería poder obtener una extensión de tiempo (EoT) por un retraso previsto o pronosticado que aún no ha sido absorbido en el cronograma o proyecto, incluyendo cuándo el EoT debería ser compensable para pagarlas extendidas debido al retraso. La sesión también explicará los pasos necesarios para desarrollar el TIA, discutir los tipos de TIA, desarrollar un TIA desde la lista de actividades in el fragmento para insertarlo en el cronograma apropiadamente, interpretar el análisis, redactar el informe de TIA , mostrar la mejor manera de presentar el análisis y que brinde recomendaciones para alentar al PM emitir una EoT oportuna. Chris Carson is Enterprise Director of Program & Project Controls and Associate Vice President for ARCADIS U.S., the leading global engineering and consultancy firm providing Consulting, Engineering, and Program/Construction Management services.   Chris is the Lead for the Program & Project Controls (PPC) Community of Practice, the PPC training and best practices development center.

He has over 45 years of experience in Program/Construction Management, specializing in the Program & Project Controls disciplines; Planning and Scheduling, Cost Management, Risk Management, Document Control/Contract Administration, and Forensic Analysis/Claims Avoidance/Dispute Resolution. His experience includes educational, municipal, commercial, industrial, governmental, military, medical, facilities, infrastructure/transportation, aviation, seaports, water/wastewater treatment, utilities, and environmental projects. 

Industry Thought Leadership: Mr. Carson is active in a leadership position in the professional construction management and project controls industry associations including CMAA (Construction Management Association of America), AACE (Association for the Advancement of Cost Engineering) International, RICS (Royal Institute of Chartered Surveyors), CII (Construction Industry Institute), PMI (Project Management Institute), CPM (College of Performance Management), and the GPC (International Guild of Project Controls). 

As a recognized thought leader in the Program/Project Controls and Construction Management industry, he has received multiple awards.  Mr. Carson was the recipient of the 2011 AACE International “Technical Excellence” award, the 2009 PMI College of Scheduling award for “Significant Contributions to the Scheduling Industry”, and the “Chairman’s Award” from CMAA in 2006 for contributions to the CM industry.  He was on the AACE 2016-2018 Board of Directors and is an Advisor on the Board of Advisors for CII for 2019-2021.

Industry Fellowships: He was selected as an AACE International Fellow in 2013 “in recognition of professional attainment and significant accomplishment in cost management or cost engineering.”  He was selected as the first founding Fellow of Project Controls by the International Guild of Project Controls in 2014, and a Fellow of the Royal Institution of Chartered Surveyors (RICS) in 2015 for his individual achievement “as well as demonstrating significant career achievements and successes, it demonstrates a passion for developing the industry, sharing knowledge and supporting others in reaching their goals”.

Industry Professional Publications: As a top ranked speaker and presenter of over 700 industry sessions, Mr. Carson’s credentials also include over 65 publications from peer-reviewed articles including AACE Recommended Practices, “Forensic Schedule Analysis”, “Identifying the Critical Path”, “Planning & Accounting for Adverse Weather”, “Development of Cost Estimate Plans”, “Original Baseline Schedule Review”, and “Update Schedule Review”.   Mr. Carson was an Author and Editor for the book, “CPM Scheduling for Construction - Best Practices and Guidelines”, 2014, contributing author for “Construction Project Scheduling and Control”, by Saleh Mubarak, 2010, and contributing author for the “Time Management Guidelines” and “Claims Management Guidelines” by CMAA, 2011, 2017, 2018.
